HBA Advocacy Update

Minnesota and North Dakota Legislative Sessions began Jan. 3

2023 marks Minnesota's 93rd and North Dakota's 68th legislative sessions. Legislative priorities established by the North Dakota Association of Builders (NDAB) are workforce issues and appraisals. The HBA of F-M will monitor the session and looks forward to working with legislators as they tackle issues that impact our industry.

Final WOTUS rule will muddy the waters

The Biden administration established final regulations on Dec. 30, 2022 that will expand the definition of "waters of the United States" (WOTUS) under the Clean Water Act (CWA). 

NAHB Chairman Jerry Konter released a statement, in part saying "Rather than providing clarity and certainty for home builders and other affected stakeholders, this definition of WOTUS adds uncertainty and confusion to the regulatory process, raises housing costs and drastically increases federal overreach in the process."
